He thought they <br />needed to make only one change on the application which is to name the corporation as the entity. <br />Vice Chairman Ginn inquired if there would be a relationship between the corporation and <br />the Human Services Department. <br />Joyce Johnston -Carlson, Human Services Department Director, advised that she has served <br />on the Task Force and has agreed to serve on the Board of Directors for the new corporation as a <br />private individual. <br />Administrator Chandler interjected that when he clarified earlier on the RFP procedures, by <br />"County" he also understood that meant the Human Services Department would not be involved, and <br />Mr. Van Mele stated that the corporation would only be following the County's procedures. <br />Administrator Chandler also wanted to clarify on the second grant document, he understood <br />the "employees" would not be County employees. <br />Vice Chairman Ginn advised that she also wanted that assurance. <br />Commissioner Stanbridge had concerns about the HUD application which the Board received <br />on May 3?; the County is the applicant and the project sponsor is the County's Department of <br />Human Services, Joyce Johnston -Carlson. Today is the first time the Board has officially revisited <br />this primary document. She thought the Board needed to look very carefully at the application <br />because the. County's name is on it. She had many concerns and was not comfortable with the <br />document. One of her concerns was the project sponsor was indicated as "our homeless assistance <br />center". She believed that might be another name for the Coalition for the Homeless. But, she <br />pointed out, the Coalition for the Homeless, or the Homeless Assistance Center, is only a member <br />of the Continuum Task Force that is on the HUD application. That is not the project sponsor and <br />that was #7 on Mr. Van Mele's letter. The Continuum Task Force, the writer of this grant <br />application, is an extension of the original official Task Force that was set up by the Board of County <br />Commissioners. This Continuum Task Force, which is on every page of the HUD application, <br />includes St. Lucie County, Ft. Pierce, and Port St. Lucie.
