COUNTY REVERSE OSMOSIS WATER TREATMENT PLANT <br />BACKGROUND: <br />The North Countv Reverse Osmosis Water Treatment Plant was commissioned in July 1998, and <br />is permitted to produce 3.5 million gallons per day, (MGD), of potable water. In order to meet regulatory <br />requirements and provide safe drinking water. the proper pH of the water must be maintained during the <br />treatment and distribution process. The North County Reverse Osmosis Water Treatment Plant currently <br />has two mechanical feed systems. which adjust the pH value of the drinking water by introducing sodium <br />hvdroxide and sulfuric acid. The mechanical feed systems are each comprised of bulk chemical storage <br />tanks, chemical day tanks, injection pumps, and various piping. Each of the two chemical feed systems <br />incorporate three chemical injection pumps (3- sodium hydroxide and 3 -sulfuric acid). The current <br />chemical feed system pumps are as manufactured by Pulsafeeder \ IDEX Corp. <br />ANALYSIS: <br />Both Sodium hydroxide and sulfuric acid are aggressive chemicals that deteriorate mechanical <br />and electrical equipment when in close proximity on in contact with the chemical. As a result of several <br />acid leaks occurring in the chemical feed system piping between the acid day tank and the acid chemical <br />feed pumps, damage to the chemical feed system has occurred. Three Digital Logic Controllers, (DLC's), <br />located at the feed pumps, which provided computer control of the acid feed pumps for the chemical <br />system have deteriorated to the point of replacement. Staff has solicited a price quote from the original <br />equipment supplier / manufacturer's representative (Jacobs Group Inc.) for replacement of the three <br />deteriorated Digital Logic Controllers in the amount of $7,395.00. (See attached). <br />RECOMMENDATION: <br />The Staff of the Department of Utility Services recommends that the Board of County <br />Commissioners accept and approve the purchase of the three replacement Digital Logic Controllers for <br />the chemical feed system, in the amount of $7.395.00 with the Jacobs Group, Inc., and authorize Staff to <br />execute the attached Work Authorization. <br />FUNDING ACCOUNT: 475-000-169-484.00 NAME: Repair / Replacement AMOUNT: $7,395.00 <br />Attachment <br />August 1, 2000 <br />.c <br />
