DeBlois f <br />Chief, Environmental Planning <br />FROM: Brian Pooley <br />Staff Environmental Planner <br />DATE: August 8, 2000 <br />SUBJECT: Consideration of the Indian River County Manatee Protection and Boating Safety <br />Comprehensive Management Plan <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of August 22, 2000. <br />Inwistaw <br />In 1989, Indian River County was designated as one of thirteen "key" counties in Florida required <br />by the State to develop comprehensive management plans to reduce manatee mortality and <br />enhance boating safety. For a number of years, the Indian River County Manatee Protection and <br />Boating Safety Comprehensive Management Plan (CMP) has been a work in progress. Due to its <br />size and boater/manatee use conflicts, Indian River County is considered a lower state priority for <br />adopting a CMP compared to others of the thirteen key counties. County staff has now completed <br />the plan, having coordinated with staff of the Fish and Wildlife Conservation Commission (FWC), <br />the Save the Manatee Club (SMC), and the County Marine Advisory/Narrows Watershed Action <br />Committee (MANWAC). <br />On August 11, 1999, the BCC reviewed a draft of the CMP and approved it for transmittal to the <br />FWC for its review. Since that time, staff has received comments from the FWC, the SMC, and <br />the U.S. Fish and Wildlife Service (FWS). Staff has updated some information within the plan and <br />incorporated minor changes recommended by the three reviewing entities.
