It is requested that the information provided herein be given formal consideration by the Indian River <br />County Board of County Commissioners at its meeting of September 5, 2000. <br />DESCRIPTIONS AND CONDITIONS: <br />At its regular meeting of March 24, 1998, the Board of County Commissioners approved the final <br />Planned Development (PD) plat of the Pomelo Agricultural PD. Located on the south side of 49th <br />Street midway between 66th and 74th Avenues, the final plat established 4 five acre tracts, each with <br />a one acre homesite (building envelope for a residence) located and depicted on the tract. The <br />applicant is now requesting to relocate two of the homesites. Because the original homesite <br />locations were reviewed and approved by the Board, staff is seeking the Board's approval of the <br />proposed homesite relocations. <br />ANALYSIS: <br />In order to relocate the 1 acre homesite locations shown on the recorded plat, a document modifying <br />those locations needs to be recorded. The County Attorney's Office has drafted such a document, <br />and that document will be executed by the lot owners within the Pomelo PD and recorded if the <br />Board approves the homesite relocations. <br />The applicant is proposing to relocate the one acre homesites in a manner that is consistent with the <br />Board's interpretation of the Comprehensive Plan Policy regarding homesite clustering in <br />agricultural PDs. Therefore, the proposed relocation of the 1 acre homesites is approvable. Separate <br />from this homesite relocation request and in response to direction from the Board of County <br />Commissioners, staff has initiated a comprehensive plan amendment to make agricultural PDs and <br />corresponding homesite clustering an option rather than a requirement for residential development <br />in agricultural areas. That comprehensive plan amendment will be formally considered by the Board <br />at a later date. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners approve the minor amendment of the <br />Pomelo Agricultural PD final plat to relocate homesites as shown on the attached sketch. <br />ATTACHMENTS: <br />1.
