DATE: August 28, 2000 <br />TO: Commissioners, Board of County Commission <br />FROM: Commissioner Ruth Stanbridge t /,(A <br />SUBJECT: Tag Program — Transportation Disadvantaged <br />As all of you are aware, the transportation dollars for the disadvantaged from the <br />Florida Legislature has been cut over the past two years. During that time, the number of <br />elderly, veterans, and young families in need of medically related transportation has risen. <br />This Commission has increased the county's tentative budget to offset this shortfall; but <br />there is an opportunity in the state law that allows us to supplement the Transportation <br />Disadvantage program with donations. <br />On August 24, the Transportation Disadvantaged Local Coordinating Board <br />approved a local campaign to encourage the donation of ONE DOLLAR when renewing or <br />purchasing new license tags. This ONE -DOLLAR DONATION would stay in Indian <br />River County and would only be used for the Transportation Disadvantaged. This <br />campaign would focus on: <br />(1) _ <br />Encouraging the car dealerships to donate ONE DOLLAR when they sell <br />new or used vehicles. [This donation is tax deductible and may be used in <br />their advertising]. <br />(2) Encouraging major employers in the county to notify their employees about <br />this campaign. <br />(3) <br />Encouraging local banks to notify their customers in their monthly bank <br />statements about this local donation project. <br />(4) Encouraging civic and service organizations to note this campaign in their <br />newsletters. <br />According to the Tax Collector's office there are over 170,000 new and renewed tags <br />sold yearly in Indian River County. If we can just encourage a third of those tags to have a <br />ONE -DOLLAR DONATION, we would be able to provide services to the county's <br />Transportation Disadvantaged. <br />NOTE: This transportation problem is a statewide problem and will be addressed this year <br />in Tallahassee. At present, the Health and Human Services Policy Committee of the FAC <br />has a policy statement supporting increases in TD funds to be presented in the upcoming <br />Florida Legislative session. <br />Commissioner Stanbridge received the thanks of the Commissioners <br />September 5, 2000 <br />84 <br />BK 114P6818 <br />• • <br />
