F, <br />Mr. Reid advised that this came out of the negotiations on the MOU where the <br />Dodgers were looking at a potential of $9 million (adding the improvement fund and capital <br />reserve) for improvements. Three percent of that is $270,000 and if the City requires <br />additional items which total more than that amount during the site plan approval process, the <br />Dodgers wanted the ability to not be forced into doing those improvements. <br />Ms. Renzi asked where that would leave the City and County, and Mr. Reid <br />explained that no bonds will be issued until all the conditions are satisfied. At that point, <br />there would be no more outs. Ms. Renzi concluded by saying she was opposed to "give- <br />away deals". <br />John Kurtz, 4332 2" a Square SW, thought it very important for everyone to know that <br />the October 1' deadline was set by the State. He pointed out that this was a real estate <br />transaction not a "give-away" program. He felt a lot was being done to continue the heritage <br />and quality of life that we have in Indian River County. If the property were sold to some <br />other entity, it might not be as advantageous in the future. He thought it was important not <br />to compare the spring training facility in Aero Beach with major league team facilities in <br />large municipalities. He believed the Dodgers generate a lot of business year around with <br />conference users of their facility. This information is not generally known unless it is <br />investigated He felt there has been ample opportunity for public input on this issue and the <br />Commissioners have done their due diligence with the aid of proper professionals and should <br />be given credit. Last, he stated the Commissioners were elected to make decisions and are <br />the most informed, along with the consultants and staff. He encouraged the Commissioners <br />to vote in favor of the matter. <br />George Gross, 1230 39'' Avenue, was in favor of the project but was disturbed about <br />the cost.
