r <br />The ditch will remain as is, and will not be altered by the proposed planting since the <br />planting will occur on the east side of the ditch as depicted on the top section drawing <br />on sheet CPB -2 (see attachment #2). In fact, most of the proposed landscaping and <br />tree preservation will occur east of the 30' Jungle Trail buffer area and will become <br />expanded buffer area by virtue of the PD plan. Other than exotics removal, the <br />applicant will be doing little work within the north section of the Jungle Trail buffer. <br />The majority of the buffer planting will be outside (east) of the 30' buffer area. In <br />addition, a 6high black vinyl clad chain link fence which will be erected 10' east of <br />the east edge of the 30' buffer area (40' east of the Jungle Trail travelway). <br />Middle Section: This section is an existing, forested mangrove wetland area. This <br />area will be preserved in its entirety. The wetland covers approximately 420' of the <br />project's Jungle Trail frontage and is over 400' deep (east to west) for the majority <br />of that frontage. The mangrove trees will be preserved as is, which will retain the <br />existing visual screen between the to -be -developed portions of the project and Jungle <br />Trail. There is some nuisance exotic vegetation, located on the perimeter of the <br />mangrove wetlands, which will be removed as part of the project's wetland <br />mitigation plan. The removal of these nuisance exotics will not impact the <br />effectiveness of the wetland area as a visual buffer. <br />Southern Section: This section of the project's Jungle Trail frontage is currently <br />covered predominantly by nuisance exotics. The PD plans propose removal of all of <br />the nuisance exotics (e.g. Australian pines and Brazilian peppers) and replanting of <br />the entire buffer. The buffer will be replanted with ground cover, understory, and <br />canopy trees, including cordgrass, sea grapes, myrsines, wax myrtles, sabal palms. <br />live oaks, and gumbo limbo. Most of the proposed buffer planting will be within the <br />30' Jungle Trail buffer area, with some additional preserved vegetation located <br />further east. A 6' tall black vinyl clad chain link fence is proposed within the 30' <br />buffer area, 20' east of the Jungle Trail travelway. <br />RECONMONDATION <br />Based on the above analysis, the staff recommends that the Board of County <br />Commissioners approve the Seasons planned development with the following <br />conditions: <br />That prior to the issuance of a land development permit: <br />a. The applicant must obtain approval from Emergency Services and <br />Engineering for the final design of the emergency access to <br />Jungle Trail, and <br />b. The applicant shall obtain the necessary county and jurisdictional <br />permits required for the wetland impacts, and <br />C. The applicant shall provide a plan for display and presentation of <br />archeological resources onsite and for making the artifacts <br />available for public display and shall obtain HRAC approval for <br />said display. ' <br />Z.
