Chandler <br />County Administrator <br />THRU: Joe Baird <br />Assistant County Administrato <br />�* <br />FROM: Ann Rankin-��_ <br />Benefits/Payroll Administrator <br />DATE: September 6, 2000 <br />SUBJECT: Insurance Contracts <br />Staff requests consideration of the following information at the September 12, 2000, regularmeeting <br />of the Board of County Commissioners. <br />Background <br />Back in June, the Board approved the consultant's recommendation and awarded the insurance bids <br />to Blue Cross Blue Shield of Florida as the Health Benefit Plan Claims Administration, Utilization <br />Review Services, and Prescription Benefits Plan; Bradman/UniPsych as the Mental HealthProvider, <br />ARMS/Lincoln Reinsurance as the Excess/Stop-Loss Insurance; and UNUM Life Insurance as the <br />Long Term Disability Provider. The consultant had also recommended removing the Employee <br />Optional Life -Insurance and Long Term Disability Benefit from Indian River County Board of <br />County Commissioners' Premium Conversion Plan to avoid possible adverse income tax <br />consequences. <br />Recommendation <br />Based on the aforementioned, staff is requesting the Board approve and execute the attached <br />applications/contracts with Blue Cross Blue Shield ofFlorida, Bradman/UniPsych, and UNUM Life <br />Insurance. These contracts include a two-year rate guarantee. Staff also requests the Board approve <br />and execute ARMS/Lincoln Reinsurance contract, which includes a one-year rate guarantee and the <br />Resolution deleting Group Employee Optional Life Insurance and Group Employee Optional Long <br />Term Disability from Indian River County Board of County Commissioners' Premium Conversion <br />Plan. <br />In addition, we request the Board approve and execute Blue Cross Blue Shield of Florida's <br />Amendment to Administrative Services Agreement. This Agreement outlines the procedures and <br />charges that apply when members are out of the state of Florida and access care through a Blue Cross <br />Blue Shield provider in another state. <br />Discussion ensued regarding the charges to retirees, and CONSENSUS was reached <br />to defer the discussion to tonight's budget meeting, at which time Assistant County <br />Administrator Joe Baird will present several recommendations for the Board's approval. <br />SEPTEMBER 12, 2000 <br />-5�- 0� 115 Pc a 9 B <br />
