C] <br />The Professional Services Advisory Committee (PSAC) has reviewed all the proposed amendments, <br />and the Agriculture Advisory Committee has reviewed the rooster regulations amendment. The <br />Planning and Zoning Commission is scheduled to review all the amendments at its October 12, 2000 <br />meeting. To proceed with the review process for the amendments, the Board must now set dates <br />and times for its required public hearings. <br />ANALYSIS: <br />Planning staff has coordinated with the county attorney's office concerning state requirements for <br />LDR amendment hearings. In regard to the two required hearings, Florida statutes provides that one <br />hearing be held after 5:00 p.m., while the other hearing may be held before 5:00 p.m. (e.g. regular <br />Board meeting time). However, the statutes also state that, with 4 or 5 positive votes, the Board <br />could vote to hold both LDR hearings before 5:00 p.m., such as at a regular Tuesday morning Board <br />meeting. The Board could vote by a super -majority to hold both hearings during regular Board of <br />County Commissioners meetings. Based upon a super -majority Board vote, one set of hearing dates <br />which would comply with state hearing and advertising requirements is as follows: <br />Hearing <br />Meeting #1 Regular meeting <br />Meeting #2 Regular meeting <br />Date Time <br />Tuesday, October 24, 2000 9:05 a.m. <br />Tuesday, November 7, 2000 9:05 am. <br />The Board may establish any other dates that meet state requirements. <br />RECOMMENDATION: <br />Staff recommends that the Board concur with the proposed hearing dates or set other hearing dates <br />to consider the proposed LDR amendments. <br />ON MOTION by Commissioner Ginn, SECONDED <br />by Commissioner Stanbridge, the Board <br />unanimously approved the dates of Tuesday, <br />October 24, 2000 and Tuesday, November 7, 2000 <br />to consider the proposed LDR amendments, as <br />recommended by staff. <br />OCTOBER 10, 2000 <br />-45- <br />• <br />
