Wright, Director <br />Department of Emergency Services <br />DATE: October 2, 2000 <br />SUBJECT: Approval of Renewal of a Class A Certificate of Public Convenience and <br />Necessity for the EMS Division of the Department ofEmergency Services <br />to Provide ALSBLS Pre hospital Emergency Medical Services <br />On October 27, 1996, the Indian River County Board of County Commissioners approved an <br />ALS/BLS Certificate of Public Convenience and Necessity for the EMS Division of the Department <br />of Emergency Services. This certificate was necessary in order to comply with the Indian River <br />Code of Laws and Ordinances as specified in Chapter 304: Life Support and Wheelchair Services. <br />The certificate was approved for a period of two (2) years and will expire on October 27, 2000. <br />An application for renewal of the certificate has been submitted by the EMS Division of the <br />Department and it is now before the Board for review and consideration. The EMS Director and the <br />Medical Director have reviewed the application and certify that all requirements of Chapter 304 of <br />the County Code have been met which would justify the renewal and issuance of the referenced <br />certificate. <br />Section 304.11 of the Indian River County Code of Laws and Ordinances provides for routine <br />renewal of the EMS Certificate of Public Convenience and Necessity on application by a current <br />certificate holder. This can be accomplished without a public hearing unless the Board has reason <br />to believe that the public health, safety, and welfare require a public hearing. Staff submits there <br />is no reason to hold a public hearing, and absent that requirement, the Board is requested to issue and <br />renew the certificate routinely. <br />October 17, 2000 <br />16 <br />r <br />
