Transportation <br />As part of the concurrency -review process, the applicant has submitted a Traffic Impact Analysis <br />(TIA). The county's Traffic Engineering Division has reviewed and approved that TIA. A TIA <br />reports the number of peak hour/peak season/peak direction trips that would be generated by the <br />most intense use of the subject property under the proposed zoning district, and assigns those trips <br />to impacted roads. Impacted roads are defined in section 910.09(4)(b)3 of the county's LDRs as <br />roadway segments which receive five percent (51/o) or more of the project traffic or fifty (50) or more <br />project trips, whichever is less. <br />According to the approved TIA, the existing level of service on impacted roadways would not be <br />lowered by the traffic generated by development of 78 single-family units on the subject property. <br />Water <br />With the proposed zoning, the subject property could accommodate 78 residential units, resulting <br />in water consumption at a rate of 78 Equivalent Residential Units (ERU), or 19,500 gallons/day. <br />This is based upon a level of service of 250 gallons/ERU/day. If connected to the county potable <br />water system, development on the subject property would be served by the North County Reverse <br />Osmosis Plant which currently has a remaining capacity of approximately 1,500,000 gallons/day and <br />can accommodate the additional demand generated by the proposed rezoning. <br />Wastewater <br />Based upon the most intense use allowed under the proposed zoning, development of the property <br />will have a wastewater generation rate of approximately 78 Equivalent Residential Units (ERU), or <br />19,500 gallons/day. This is based upon the level of service standard of 250 gallons/ERU/day. If <br />connected to the county sanitary sewer system, development on the subject property would be served <br />by the Central County Wastewater Treatment Plant which currently has a remaining capacity of <br />approximately 1,100,000 gallons/day and can accommodate the additional demand generated by the <br />proposed rezoning. <br />Solid Waste <br />Solid waste service includes pick-up by private operators and disposal at the county landfill. The <br />county's adopted level of service standard for landfill capacity is 1.97 cubic yards/person/year. With <br />the county's average of approximately 2.3 persons/unit, a 78 unit residential development would be <br />anticipated to house approximately 180 people (2.3 X 78). For the subject request to meet the <br />county's adopted level of service standard of 1.97 cubic yards/person/year, the landfill must have <br />enough capacity to accommodate approximately 355 (180 X 1.97) cubic yards/year. <br />A review of the solid waste capacity for the active segment of the county landfill indicates the <br />availability of over 800,000 cubic yards. The active segment of the landfill has a four year capacity, <br />and the landfill has expansion capacity beyond 2010.
