Consistency Summary <br />As part of its consistency analysis, staff compared the proposed request to all applicable objectives <br />and policies in the plan and found no conflicts. Therefore, the request is consistent with the <br />comprehensive plan. <br />Staff s position is that granting the request to rezone the subject property to RS -2 will result in <br />development which will be compatible with surrounding areas. <br />Because a single-family zoning district borders the subject property on the east, the request is for the <br />continuation of an existing zoning pattern. In fact, staff anticipates that, eventually, land that is <br />along 66'h Avenue and within the urban service area will be dominated by single-family residential <br />uses. <br />With respect to zoning, the county's policy has always been to retain agricultural zoning on property <br />rather than changing it when the underlying land use designation increases. This not only reflects <br />the county's policy of using agricultural zoning as a "holding" category, but also recognizes that <br />urbanization occurs incrementally with various tracts remaining agricultural for longer periods. At <br />39 acres in size, the subject property is large enough to buffer itself from the impacts of nearby <br />agricultural uses. <br />For these reasons, staff feels that the requested RS -2 zoning would be compatible with development <br />in the surrounding area. <br />Being a citrus grove, the subject property does not contain any native upland habitat. Prior to site <br />development, the applicant must conduct, and County Environmental Planning Staff must approve, <br />an environmental survey to determine if wetlands exist on the site. Any wetlands determined by that <br />survey to be on the site are protected by federal, state and local regulations. Consequently, the <br />proposed rezoning will not have any significant impacts on important environmental resources. <br />Based on the analysis, staff has determined that the requested zoning district is compatible with <br />surrounding areas, is consistent with the comprehensive plan, meets all concurrency criteria, will <br />have no negative impacts on environmental quality, and meets all applicable rezoning criteria. Most <br />importantly, the subject property is located in an area deemed suited for low-density single-family <br />residential uses.
