Each segment of the project is <br />built to stand alone and the City can interrupt the project at any point pursuant to the <br />Interlocal Agreement. This is not mandated by the State but the County's Comprehensive <br />Plan does have goals. There are a number of agencies available to help individuals in <br />unfortunate circumstances. SHIP funds can be used for connections but not for assessments. <br />Chairman Adams asked County Attorney Bangel to look into legal funding for <br />assistance to those who cannot pay the assessments. She recalled that the City of Sebastian <br />had requested that the County take over the project in 1995 and it is a huge undertaking. <br />Director Hubbs noted that the liens are to be recorded after the bids are open. The <br />County cannot proceed with the project until funding is secured and the lien is the <br />mechanism for that funding. However, if the project does not go forward, the monies would <br />be refunded. <br />Ms. Hirschfeld stated that if she had known the assessment was coming in 1998 when <br />she bought her property, she might have waited to build her house. <br />Commissioner Ginn suggested that maps be sent to the Sebastian Building <br />Department so that they could alert people who come in for a permit to build. <br />The Chairman asked if anyone else wished to be heard regarding this matter. There <br />being none, the Chairman closed the public hearing. <br />After further discussion regarding ways to notify people of the project through the <br />City, Director Hubbs noted that the City is doing the paving and drainage project and those <br />projects are being coordinated.
