F, <br />0 <br />zoning district provides for residential uses that are less than 3 units/acre in accordance with the L-1 <br />and L-2 designation, the proposed request is consistent with Policies 1.11 and 1.12. <br />While the referenced policies and objectivesare particularly applicable to this request, other <br />comprehensive plan policies and objectives also have relevance. For that reason, staff evaluated the <br />subject request for consistency with all plan policies and objectives. Based on population projections <br />and current development patterns, residential development in this area of the county is expected to <br />increase and eventually become the dominant land use. Since the project area is located within the <br />Urban Service Area and is designated for low-density residential development. the proposed <br />rezoning is consistent with the comprehensive plan. <br />Future Land Use Pattern: The subject site has an L-1 and L-2 land use designation <br />South of the subject property across 17' Street SW, the eastern half of the area <br />between 27' Avenue and 43' Avenue has an L-2 land use designation, while the <br />western half is designated L-1. <br />' East of the subject property across 2r Avenue, all of the property has an L-2 land <br />use designation. <br />West of the subject property across 43nd Avenue, all of the subject property has an L-1 <br />land use designation. <br />1. North of the subject property, all of the property has an L-2 land use designation. <br />Compatibility <br />Compatibility is an important consideration in any PD rezoning request. In this case, it is <br />important to consider compatibility of the proposed project with properties in the immediate <br />area and those within the general area. <br />Immediate Area: Other than the one block of Grovenor Estates which the project <br />wraps on 3 sides, the proposed development is not directly adjacent to any other <br />Properties, but is separated from surrounding properties by a road and/or road right- <br />of-way. All of the roads on the project perimeter are Thoroughfare Plan roads. <br />One block of Grovenor Estates will be the most impacted by the proposed <br />development due to its immediate proximity to the project. The conceptual plan <br />proposes to place conservation areas and golf course areas adjacent to this Grovenor <br />Estates block. These design features will ensure compatibility between the existing <br />conventional development and the uses proposed within the planned development. <br />General Area: The site is located in southern Indian River County and, with the <br />exception of the one block of Grovenor Estates, is bounded on all sides by canals <br />and/or Thoroughfare Plan roads. The canals and Thoroughfare Plan roads provide <br />physical separation of the project from other properties in the general area.
