Although the county declined to try to purchase the 81 s[ Street right -of --way when the golf course <br />project was reviewed, the referenced portion of 81St Street remains on the Thoroughfare Plan Map. <br />While the existing lack ofright-of-way and se <br />this portion of 81' Street will never be buiveral other factors discussed in this report indicate that <br />It, the applicant has chosen to apply to remove the <br />referenced portion of 81' Street from the county's long range plans. <br />This section will present an analysis of the reasonableness of the proposed amendment, followed by <br />a discussion of the consistency of the proposed amendment with the comprehensive plan. <br />ANALYSIS OF REASONABLENESS OF PROPOSED AMENDMENT <br />Currently, there is no right -of --way for 81- Street between Old Dixie Highway and 581" Avenue and <br />no plans, long term or short term, to acquire that right -of --way. These facts alone do not justify <br />deleting a road segment from the Thoroughfare Plan Map, particularly a segment that is within the <br />urban service area. In fact, the established grid system of roads significantly benefits the county by <br />providing more than one route to most destinations. For that reason, the grid system, generally. <br />reduces congestion, aids hurricane evacuation, and should be preserved. <br />There are, however, other factors that indicate that the referenced segment could be deleted without <br />adverse impacts. The first factor is that 81" Street does not have a railroad crossing. Because <br />permission for a new railroad crossing is nearly impossible to obtain, 81" Street will probably never <br />have one. For that reason, the segment of 81' Street between Old Dixie Highway and 58" Avenue <br />is not now, and likely will never be, connected. Furthermore, both CR 510, half a mile to the north, <br />and 77" Street, half a mile to the south, are Thoroughfare Plan Roads with railroad crossings. As <br />a result, the adjacent segments of the grid system are intact in each direction. <br />In other words, nearly all trips on 81 St Street will be diverted to CR 510 or 77" Street at either 5811 <br />Avenue or Old Dixie Highway, regardless of whether or not the segment is deleted from the <br />Thoroughfare Plan Map. <br />For that reason, removing the referenced portion of 81 n Street is unlikely to impact service levels <br />of other county roads or hurricane evacuation times. Therefore, the proposed amendment is <br />reasonable. <br />CONSISTENCY WITH THE COMPREHENSIVE PLAN <br />Staff reviews each comprehensive plan amendment request for consisten <br />Policies of the comprehensive plan. cy with all applicable As per Section 800.07(1) of the county code, the <br />"comprehensive plan may only be amended in such a way as to preserve the internal consistency of <br />the plan pursuant to Section 163.3177(2) F.S." <br />The goals, objectives and policies are the most important parts of the comprehensive plan. Policies <br />are statements in the plan which identify the actions which the county will take in order to direct the <br />community's development. As courses of action committed to by the county, policies provide the <br />basis for all county land development related decisions—including plan amendment decisions. While <br />all comprehensive plan policies are important, some have more applicability than others in reviewing <br />Plan amendment requests.
