Arts and Culture <br />Citing several community benefits associated with cultural activities, the Board of Countv <br />Commissioners, on April 11, 2000, instructed staff to initiate a comprehensive plan amendment to <br />add a cultural element to the comprehensive plan. Since that time, staff has worked with the Cultural <br />Council which is the county's designated Local Arts Agency on several aspects of this project. <br />The development of a new element requires several phases, including an inventory of existing <br />conditions and facilities. For a cultural element, facilities could include auditoriums, theaters (indoor <br />and outdoor), museums, galleries, and classrooms. Conditions could include an inventory of arts <br />organizations, the size of their membership, and how many people use the various facilities. This <br />phase could also include a description of the condition of the facilities. <br />Currently, an acceptable inventory of existing conditions and facilities is not available. The Cultural <br />Council, however, has offered to help develop one for the future. <br />Recognizing that without an inventory of existing conditions and facilities a new element could not <br />be developed, it was determined that as an interim step, prior to the development of a new element, <br />a new goal and two new objectives involving cultural activities could be added to the Recreation and <br />Open Space Element. Both objectives are associated with several policies. The proposed goal, <br />objectives and policies would replace an existing objective and policy addressing arts and culture. <br />The proposed goal, objectives and policies were developed in coordination with, and with input <br />from, the Cultural Council and its members. The goal, objectives, and policies intend to promote <br />and stabilize local art and culture activities. <br />The revisions related to arts and culture delete Recreation and Open Space Element Objective 11 and <br />Policy 11.1, and create new Recreation and Open Space Goal 2; Objectives 2.1 and 2.2; and Policies <br />2.1.1 to 2.1.4 and 2.2.1 to 2.2.7. <br />ANAs YM <br />This section will present an analysis of the reasonableness of the proposed amendment, followed by <br />a discussion of the consistency of the proposed amendment with the comprehensive plan. <br />ANALYSIS OF REASONABLENESS OF PROPOSED AMENDMENT <br />Optional Agricultural PDs <br />The key component of Agricultural PDs is the requirement to cluster lots. In theory, there are <br />several advantages associated with this requirement. Those advantages are: <br />1. Clustering preserves agricultural uses; <br />2. Clustering discourages urban sprawl; <br />3. Clustered development can be served more efficiently; and <br />4. Clustering allows incremental, rather than "leap frog," expansion of the urban service area. <br />During public discussions on the subject, however, the Board of County Commissioners made <br />several findings indicating that the Agricultural PD process is not achieving its goals of preserving <br />agriculture and open space, or discouraging urban sprawl. As a whole, the Board's findings indicate <br />that clustering through the Agricultural PD process should be changed to an option, rather than <br />remaining a requirement.
