Caribbean Fruit Fly Host Plants <br />The restrictions on Caribbean fruit fly host plants are necessary to protect citrus production, one of <br />the county's largest industries. While these restrictions are currently in place on agriculturally <br />designated land, many active citrus groves exist within the urban service area. The proposed <br />amendgient expands these restrictions to include developments within the urban service area. For <br />these reasons, the proposed amendment is reasonable. <br />Clarification of the Future Land Use Map <br />The Future Land Use Maps referred to in the policies of the comprehensive plan have a small scale, <br />are maintained by hand, and are difficult to read. Those maps consist of different shadings and <br />cross -hatchings laid over an 11" by 17" base map that is then reduced to letter size. In the past, those <br />maps have generated confusion regarding land use designation boundaries. In contrast, the county <br />has the ability to produce large scale, precise, computer generated, color maps. The proposed <br />amendment ensures that the computer generated map will be the official county land use map and <br />will be used to determine land use designation and urban service area boundaries. For these reasons, <br />the proposed amendment is reasonable. <br />Utility Service to Agricultural Businesses <br />Although not changing permitted uses on agriculturally designated land, these revisions to the <br />comprehensive plan increase the opportunities for approved agricultural businesses located outside <br />the urban service area to connect to centralized potable water and sanitary sewer service. By <br />allowing such connections, the proposed amendment will positively impact juice making plants, <br />packing houses, and other agricultural businesses. <br />The proposed amendment will reduce health risks and encourage agricultural businesses to â–ºocate <br />near the urban service area. The incentive to locate near the urban service area is the provision that, <br />unless a health risk is involved, service can be provided only to approved agricultural businesses <br />located within one mile of the urban service area. <br />For these reasons, the proposed amendment is reasonable. <br />Post -Disaster Recovery and Redevelopment <br />Objective 7 of the Coastal Management Element and its associated policies indicate that the county <br />shall complete certain tasks within certain timeframes. One of those tasks, the development and <br />adoption of a Local Mitigation Strategy (LMS) as an annex to the County's Comprehensive <br />Emergency Management Plan, has recently been completed. The proposed amendment revises <br />Objective 7 and its policies to reflect that the LMS task has been completed. Therefore, the proposed <br />amendment is reasonable. <br />Arts and Culture <br />The proposed amendment sets responsibilities for both the public and private sectors. These <br />responsibilities are in the form of objectives and policies that call for cooperation and coordination <br />between the county and cultural organizations, exploration of funding sources, determination of the <br />economic and social impact of cultural activities, investigation into the feasibility of constructing <br />a performing arts center, examination of Art in Public Places Programs, and development of an <br />inventory of cultural assets.
