Commissioner Stanbridge noted that she was on the Planning and Zoning Commission <br />when the- cultural element was put into the Comprehensive Plan to encourage all the cultural <br />organizations. She was concerned about Policy 2.2.2. <br />Commissioner Stanbridge commented that "culture" has gone into eco -heritage, parks, <br />refuges, and historical areas without the organizations whose mission statements are specific <br />to those matters. She did not want the Cultural Council expanding into other groups' <br />missions and causing competition in the community for government dollars available for all <br />the groups. She would like to see what was determined in the 1980's fleshed out so the <br />Board could be more encouraging to the arts and cultural communities, but she could not go <br />along with the broad brush and agreed with Vice Chairman Ginn that it was unfair to give <br />her a mission on space needs and then tie on an additional mission. <br />Commissioner Macht disagreed with Commissioners Ginn and Stanbridge and listed <br />his involvement with the arts community. He felt that arts and culture has become a major <br />economic factor in our community. He thought limiting the Cultural Council in our <br />community was not in the best interest of the community or our cultural organizations and <br />that should be apparent in the number of organizations, the sizes of their annual budgets, and <br />their capital commitments. The study for a performing arts center is limited to a study to <br />determine whether there is a need for one and is not binding. Commissioner Macht then <br />MOVED approval of staff s recommendation. <br />Motion DIED for lack of a second. <br />Vice Chairman Ginn was very appreciative of the Cultural Council and all the arts <br />November 7, 2000 <br />116 <br />BKI15Pv323 <br />
