Vice Chairman Ginn asked about the County's chances to purchase the middle parcel <br />so we can connect all the land we own, and Mr. DeBlois advised that staff is actively in <br />negotiations for the middle parcel as well as for the others within the overall boundaries. He <br />thought the County has a pretty good opportunity to succeed in those negotiations, but should <br />negotiations on the connecting parcel fail, staff believes that, given their sizes, the parcels <br />already owned still have the public benefit and stand alone from the standpoint of marsh <br />restoration and access opportunity. <br />In response to Commissioner Stanbridge's inquiry, Mr. DeBlois advised this is <br />actually an Indian River Lagoon Blue Way Project and is considered a phase one Blue Way <br />project. That is supported from a regional standpoint as part of that five -county project. <br />There are various opportunities for partnership depending on negotiations. <br />Commissioner Stanbridge believed there were probably grant funds available because <br />of the duck hunting aspect if any of the parcels were in need of restoration. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. There being none, she closed the public hearing. <br />MOTION WAS MADE by Commissioner Macht to approve <br />staff's recommendation. <br />In making the motion, Commissioner Macht wanted to exclude hunting unless there <br />is some surefire way to determine that only steel shot is being used. <br />Commissioner Stanbridge believed that would be determined by one of the agencies <br />and thought it was probably mandatory in Florida that a certain shot is used. <br />Commissioner Macht commented that it may be mandatory, but it is very difficult <br />because you can buy all the lead shot you want, therefore, maybe hunting should just be <br />November 7, 2000 <br />127 <br />
