Davis, P.E. <br />Public Works Director <br />SUBJECT: East Roseland Stormwater Improvements - 133sd Place (Manatee <br />Avenue) clearing between 80ih Avenue and 78th Court <br />REF. LETTER: Mr. & Mrs. Veron Slavens and residents of Wauregan <br />Subdivision - Roseland, FL. To Indian River County <br />Administrator dated 10/09/00 <br />DATE: October 13, 2000 <br />DESCRIPTION AND CONDITIONS <br />Mr. Slavens lives at 7895 134th Street _in Roseland. He and his <br />neighbors have recently observed County survey crews surveying 133rd <br />Place between 78th Court and 80th Avenue. The purpose of the County <br />survey is to determine the feasibility of the County constructing <br />1150 linear feet of shell/marl roads along 133rd Place and 79th <br />Avenue to access Mr. Mark Hanson's lots in exchange for Mr. Hanson <br />deeding a portion of a 4.83 acre tract of land north of 135th Street <br />to the County for a stormwater treatment pond. Mr. Hanson <br />requested this exchange instead of the County paying his $120,000 <br />asking price for the 4.83 acre tract of multifamily zoned land. <br />Mr. Hanson's 150' deep lots lie between 133d Place and the 150' <br />deep lots owned by Mr. Slaven and his neighbors. <br />Once the survey crew has flagged the right-of-way, an environmental <br />specialist will inspect the 133rd Place right-of-way for an <br />environmental evaluation. <br />ALTERNATIVES ANDANALYSIS <br />The survey crews are simply clearing survey lines to flag the <br />right-of-way. There does appear to be some wetland plants in the <br />area, but the extent of environmentally sensitive lands has not <br />been determined. The County can proceed to evaluate the area or <br />cease work and simply purchase the 4.83 acre parcel from Mr. Hanson <br />for fair market value. Mr. Hanson has 18 lots along 133rd Place <br />that he would like to access. They are shown in yellow on the East <br />attached drawing. The limits of 133rd Place and 79th Avenue are <br />shown in green. The 4.83 acre stormwater pond is shown outlined in <br />yellow and labeled "proposed stormwater pond." Mr. Slavens and his <br />neighbors own lots 1-6, Blocks 47,48, and 51. <br />November 7, 2000 <br />153 <br />• <br />
