Memo from Ron Calahan to Terry Thompson dated Oct. 31, 2000 <br />Alternative No. 2 <br />Place the sidewalk along the existing north edge of Oslo Road <br />pavement where Mrs. Browning requests. This will place pedestrians <br />(including young children walking to Thompson Elementary School) <br />within the DOT Greenbook 18' clear zone. There are several <br />locations where the sidewalk has been poured within Murphy Act <br />Right-of-way along Oslo Road and other roads in the County. This <br />sidewalk will have to be relocated when Oslo Road is widened. Mrs. <br />Browning has requested that we move Oslo Road south when it is <br />widened. This will require culverting the IRFWCD Sublateral Canal <br />at a cost of $285,400. <br />RECON—HENDATIONB AND FUNDING <br />Staff recommends Alternative No. 1 at this time. <br />Christine Browning disagreed with Public Works Director James W. Davis' response <br />concerning her problem. She specified that the property is not a rental, but is occupied by <br />family members. It was owned by her father prior to 1965, who deeded it to her because she <br />was paying the mortgage and taxes. She believed the County was unfairly taking her <br />property for the sidewalk on Oslo Road and complained that it was going to be too close to <br />her front door. She stated she had not been contacted prior to the initial work and was <br />advised that she did not own that property and something about a Murphy Law was <br />mentioned. She submitted photographs (not received by Clerk) to enhance her presentation <br />and her complaint on the location of the sidewalk. She described the sidewalk as meandering <br />anyway and asked the Board for some kind of relief. She suggested there was plenty of room <br />to move the sidewalk more toward the roadway to the other side of the light pole in her yard. <br />Public Works Director James W.
