This area is immediately outside of <br />the Indian River Farms Water Control District and is assessed no <br />drainage assessments that the western portion of Gifford west of <br />28'h Avenue currently pays. The County staff and Carter Associates, <br />consultants for the County, have designed a $580,000 stormwater <br />improvement project for this area. Grants in the amount of $50,000 <br />have been obtained. Staff has applied for and received an <br />additional $264,400 grant from the State. The grant evaluation <br />gives 20 points if the area has a stormwater utility or Municipal <br />Service Benefit Unit for stormwater projects and maintenance. <br />In speaking with the effected property owners at a workshop on <br />September 7, 2000, it is advisable to establish a MSBU at this time <br />to provide funds for the project. A per parcel (less than 1 acre) <br />assessment will be $15 per year, similar to the Vero Lake Estates <br />MSTU for stormwater. Since there are approximately 140 parcels in <br />the area, the MSBU will collect approximately $2,100 per year <br />beginning in the 2001/2002 fiscal year. <br />ALTERNATIVES AND ANALYSIS <br />The alternatives are as follows: <br />Alternative No 1 <br />After considering public input at the Public Hearing, establish a <br />MSBU to include the East Gifford Watershed area that is not <br />currently under the authority of an existing drainage district. The <br />East Gifford MSBU would contribute its fair share of the <br />construction and maintenance cost when work is needed. Approve the <br />implementing Ordinance attached. <br />Alternative No 2 <br />Not establish a MSBU for the watershed area and deny approval of <br />the Ordinance. This may leave a poor drainage area of the Gifford <br />Community without a funding mechanism for maintenance and <br />construction. It is highly likely that the grant would not be <br />obtained. <br />RECOMMENDATIONS AND FUNDING <br />Recommendation is to open the public hearing and after public <br />input, staff recommends approving the ordinance establishing the - <br />MSBU, and also recommends approving the resolution, authorizing the <br />uniform method of levy, collection and enforcement of the <br />assessment within the MSBU. <br />ATTACfDD;NT <br />Implementation Ordinance <br />Resolution No. 2000 - <br />November 7, 2000 <br />52 <br />8K1l5PG759 <br />
