F, <br />Mr. Smith advised that very recently staff had received four more petitions to cancel <br />the project. This brought the numbers to 36 owners for cancellation which represents <br />343,260 square feet of the properties or 51.43% of the total. Twenty-eight surviving <br />supporters of the original petition remain. Because of the lack of majority of owners <br />favoring the project, staff is now recommending the project not move forward. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />Robert Halliday, 2155 79' Court, felt the sewer project was the best thing for the <br />subdivision in the long run. He was concerned about the above -ground replacement system <br />for old septic systems and understood they would decrease property values and cause flood <br />water not to dissipate in their already low-lying neighborhood. He has already experienced <br />backups during heavy rains which cause great inconvenience for personal hygiene. He felt <br />these problems would increase as development comes to the adjacent undeveloped <br />properties. He was also concerned that the neighborhood would have more rentals as the <br />property values decreased. <br />Thelma Torlucci, 2075 79' Avenue, agreed that some people have sewer problems <br />in the older homes and pointed out that the previous speaker lived in one of the older areas. <br />The newer homes, however, have no problems. She has already paid the expense for the <br />above -ground installation and would be further assessed $6,500 for this project. She <br />believed it was the expense that people opposed. <br />Pat Kehoe, a neighbor of the first speaker, advised that he had 18 loads of dirt <br />brought in after having experienced problems. He provided for drainage on his property to <br />the County swales and has not had a problem since.
