10:04 C. <br />a.m. <br />10:07 <br />a.m. <br />Dori Slosberg Driver Education Safety Act, Indian River County <br />Traffic Education Program Trust Fund Report, Cumulative Reporting <br />Through 3/31/15 <br />(memorandum dated April 15, 2015) <br />20-21 <br />Commissioner Flescher requested an update on the Traffic <br />Education Program Trust Fund, which was merged into the <br />Driver Education Program Trust Fund to fund driver education <br />programs in public and nonpublic schools. <br />Director of Management and Budget Jason Brown stated that the <br />Dori Slosberg Driver Education Safety Act fee was reinstated on <br />March 1, 2015 through the Board's adoption of Ordinance 2015- <br />003 on February 17, 2015. He advised that funding applications <br />have been sent to the School District and St. Edwards, and that <br />the funding will be handled through the normal budget process. <br />(Clerk's Note: Ordinance 2015-003 requires the Clerk of the <br />Circuit Court to collect an additional $5.00 fee with each civil <br />traffic penalty to fund school driver education programs). <br />Clerk of Circuit Court and Comptroller Jeffrey Smith said that <br />on April 22, 2015, the Board would be getting a $1618.00 check <br />representing monies collected since this fund was reinstated. He <br />noted that additional monies would be remitted as debt <br />collections are fulfilled on the old $3 traffic ticket surcharge. <br />ON MOTION by Commissioner Flescher, SECONDED by Vice <br />Chairman Davis, the Board unanimously accepted the Indian <br />River County Traffic Education Program Trust Fund Report <br />from the inception of the initial $3.00 fee, and including the new <br />$5.00 fee which commenced in March 2015. <br />D. Request for Authorization to Trade -In Vehicle (memorandum dated <br />April 13, 2015) <br />22-23 <br />Commissioner Flescher outlined his objections to the Property <br />Appraiser's request for the Board to approve a trade-in value of <br />$4,500 for a 2006 Jeep Liberty Sport with 52,948 miles on it. He <br />observed that the Kelley Blue Book assesses a higher trade-in <br />value for said vehicle, and that a private buyer would pay more <br />than the trade-in amount offered by the car dealer. <br />Commissioners Zorc and O'Bryan agreed that the vehicle was <br />worth more than the trade-in amount. <br />MOTION WAS MADE by Commissioner O'Bryan, SECONDED <br />by Commissioner Flescher, to DENY the Property Appraiser's <br />request to approve the $4,500 trade-in value for the 2006 Jeep <br />Board of County Commission Meeting Page 5 <br />April 21, 2015 <br />
