<br />plan to the DEP by July 1, 2015. We are not requesting a submittal of the plan for counties
<br />that did not reach the 40 percent interim goal in 2012, but did reach the goal in 2013.
<br />Consequently, the following counties must submit a plan: Bay, Citrus, Clay, Escambia,
<br />Hernando, Indian River, Lake, Okaloosa, Osceola, Polk, St. Johns, Santa Rosa and Sumter.
<br />• For any large county that does not meet the upcoming interim goal of 50 percent for the 2014
<br />calendar year data (due to DEP on April 1, 2015), we are requesting submittal of your county
<br />recycling program plan by Oct. 1, 2015. The October 1, 2015, request does not apply to any
<br />county that submits their county recycling program plan based on their 2012 and 2013
<br />recycling rates.
<br />At a minimum, the county recycling program plans should include:
<br />• Summary of the services and materials for which you offer recycling such as newspaper,
<br />aluminum cans, steel cans, glass, plastic bottles, cardboard, office paper and yard trash;
<br />• Analysis of the percentage of the county's MSW generated by the commercial, multifamily,
<br />and residential single family sectors;
<br />• Analysis of any existing recycling programs for the commercial and multifamily sectors,
<br />including estimated customer participation rates and recycling rates for each of those sectors;
<br />• Description of the county's implementation, including any planned changes, for your
<br />program for recycling construction and demolition debris;
<br />• Description of efforts or opportunities to encourage recycling of yard trash, and other organic
<br />materials or mechanically treated solid waste, into compost or mulch that may be made
<br />available for agricultural and other acceptable uses;
<br />• Strategy (including general timeframes) for expanding your county's recycling programs, or
<br />for creating new programs if needed, as part of your county's efforts to achieve the statewide
<br />recycling goals set forth in s. 403.706(2), F.S.; and
<br />• Discussion of any additional steps, initiatives and any anticipated challenges the county
<br />foresees would be critical for implementing your strategies to achieve the next interim
<br />recycling goal of 60 percent in 2016, and ultimately statewide goal of 75 percent by the end
<br />of 2020.
<br />As a reminder, please note that the rule establishing the method for determining the county's
<br />recycling rates in Rule 62-716.480, Florida Administrative Code (F.A.C.), became effective Dec.
<br />17, 2013. This rule establishes the criteria and types of materials for consistently determining
<br />each county's recycling rate. Also, please note that for purposes of the requested plan, the term
<br />"commercial" includes governmental and institutional establishments.
<br />For those counties that are directed to submit their plans, we look forward to receiving your input

<br />in identifying and supporting strategies for meeting the statewide recycling goals. Please email
