t.!'f 1HC1jt ,"O" 1 r T . <br /> AGE <br /> i.R.SMITH.CLERK <br /> Exhibit A <br /> Work Order#4 <br /> Indian River County Department of Utility Services <br /> Water Plant SCADA System Assessment and Remediation Plan <br /> and North WTP Clearwell &Chlorine Panel Design &Improvements <br /> Engineering Services <br /> PROJECT UNDERSTANDING <br /> An evaluation of the existing PLC hardware and supervisory computer and data <br /> acquisition (SCADA) system was conducted in early 2015,of which outlined <br /> numerous upgrades and improvements that are needed. The purpose of the study <br /> was to evaluate the existing outdated SCADA system and provide <br /> recommendations for upgrades and an approach with actions for IRCU to <br /> implement. The recommended work provided a prioritized and phased format to <br /> allow IRCU to address these important issues in a logical order which will help <br /> minimize disruptions in to the water treatment plant's (WTP) operations. <br /> The following scope outlines the first several phases recommended in the report, <br /> consisting of remediation and assessment of both the North and South water plant <br /> SCADA systems, and modifying the PLC and replacing the chlorine and clearwell <br /> panel at the North Hobart WTP. <br /> SCOPE OF WORK <br /> Consultant will utilize the services and provide coordination of Control Systems <br /> Design,Inc.,and C&W Engineering in the execution of these tasks. <br /> TASK 1—REMEDIATION AND ASSESSMENT (NORTH and SOUTH WTP) <br /> Consultant will review each control panel at the North and South WTP, and <br /> prepare specific tasks/controls that will be interrupted and agree upon an initial <br /> approach as to whether the system has to be temporarily run with additional <br /> equipment or can be run in local manual.
