THURSDAY,o APRIL. ,20._ 19+4 <br />The Board of County Commissioners of Indian River County met at the Court House in <br />Vero Beach, at 11:00 o'clock A. M. Thursday, April 20th, 19449 in special meeting with the <br />following members of the Board present: W. C. Graves, Jr., Chairman; S. E. Glover, Frank C., <br />Vickers and Albert 0. Helseth. Absent: G. E. Barkoskie. Also present were Wh. W. Frick, <br />Sheriff, Charles A. Mitchell, Attorney for the Board, E. E. Carter, County Engineer, and <br />Douglas Baker, Clerk. <br />l The chairman announced this meeting was called at the request of Mr. J. E. Creech, <br />State Prison Supervisor, Prison Division of the State Department of Agriculture, with regard <br />to the present and future conditions of the county Jail. <br />Mr. Creech stated he was interested in seeing the county begin making preparations <br />for better housing for prisoners where needed. He further stated the needs of the present <br />county Jail has outgrown the capacity of same, calling attention to the fact that there is no <br />place for women except two very small rooms originally constructed to be used for solitary <br />confinement. He temporarily recommended to 7 build a dormitory approximately the size of the <br />present jail which would take care of the needs of the county for the next eight or ten years <br />S'o <br />at the same time double the present capacity stating in his opinion, it would not be necessary <br />to have steel blocks, at the same time it would accommodate women and juveniles. <br />After considerable discussion, a committee was appointed by Chairman Graves consist- <br />ing of E. E. Carter, County Engineer, as Chairman, together with Albert 0. Helseth and Charles <br />A. Mitchell. Said committee was instructed to collect.plans in regard to additional jail <br />facilities and report back to the Board as to their findings. In addition, the Board stated <br />to Mr. Creech that they were very much in accord with his recommendations and would greatly <br />coopersVe toward the recommended objective. <br />{J Notary Public Bond for Rachel Brocksmith in the sum of 4500.00 with American Surety <br />Company of New York as surety, was approved by Douglas Baker, Clerk Circuit Court. <br />Mr. Dave Kelton, 19 East Church Street, Jacksonville, Florida, representing the <br />Salvation Army, appeared before the Board and requested a contribution to be used toward <br />maintenance purposes for the unwed Mother's Hospital located at Tampa, Florida. The Board <br />approved the sum of 025.00 for this purpose subject to the approval of Comptroller J. M. Dee. <br />Application for the transfer of license to sell intoxicating liquors, wines and beers <br />was received and after carefully considering the same, on motion made, seconded and carried, ,'i <br />the same was approved. Said transfer to be made from Stanley Franks (Tropical Bar) to Percy <br />John Durham (The Parkway Hotel). <br />It was ordered an electrical outlet be placed in the office now being occupied by a� <br />�I <br />B.
