PUBLIC HEARINGS <br />1. First Public Hearing to Consider Applying for a Community <br />Development Block Grant <br />(memorandum dated December 2, 2014) <br />88-96 <br />Legislative <br />Proof of Publication of Advertisement for Hearing is on file <br />in the Office of the Clerk to the Board <br />Corbett Alday, Grants Administrator of the Wabasso <br />Sewer Phase I Project, gave a PowerPoint Presentation to <br />describe the Community Develoment Block Grant (CDBG) <br />program, process, and action plan. He stated that the <br />County is eligible for a Neighborhood Revitalization Grant, <br />proposed to be used for the West Wabasso Phase 2 Sewer <br />Service Area, with the addition of a small area of Gifford to <br />make stormwater improvements. Mr. Alday also provided <br />an overview of the Economic Development category of the <br />CDBG program, which would be available if a suitable <br />business comes forward. He stated that along with staff, <br />the Citizens Advisory Task Force (CATF) has reviewed <br />this item, and both parties recommend that the Board <br />proceed with a Neighborhood Revitalization Category <br />application for Wabasso Sewer Phase II and Gifford <br />Drainage, and the Economic Develoment Category CDBG. <br />He noted that on February 17, 2015, there would be a <br />second Public Hearing to approve the CDBG application. <br />Discussion ensued, with input from Mr. Alday and Arjuna <br />Weragoda, Capital Projects Manager, Utilities, about the <br />necessity to combine the Wabasso Sewer Phase II Project <br />with another small project. <br />Commissioner O'Bryan was concerned that even with the <br />CDBG Grant, there would be a $600,000 shortfall in the <br />total cost of the project and sought and received assurance S <br />Board of County Commission Minutes <br />December 16, 2014 Page 6 <br />
