C. <br />'iGentlemena <br />yu The Board of County Commissioners of Indian River County, being the governing.board <br />of the county has had its attention directed to the application of J. M. Knight, Bog 845, <br />;Vero Beach, Florida, for permit to construct a building to house a motion picture theatre at <br />'jthe Unincorporated Town of Gifford, in Indian River County, Florida. <br />Gifford is populated almost entirely by negroes and there are no recreational or <br />entertainment facilities for them in such community and, in f act, any facilities within the <br />county for such purpose are extremely limited and inadequate. The people of the Gifford area <br />are most essential to the economy of the county and it is the desire of the County Commission <br />that living conditions be such in their community that they will not be inclined to remove to <br />other counties. Further, they are entitled to have adequate recreational and entertainment. <br />facilitie$. For theseieasons, we wish to endorse Cdr.
