We, the undersigned Chgirman and Secretary of the Democratic County Executive <br />Committee of Indian River County' Florida! hereby certify the foregoing to be a true and <br />correct copy of Resolution duly adopted by said Committee at a meeting thereof duly called <br />and held at Vero Beach' Florida' on the 2nd day of October' 1948. <br />W.F.C.�,�.,_... <br />R. <br />Chairman <br />a <br />Attest: Theresa C. kUther <br />jj Sedretary <br />On motion made by Commissioner Helpling seconded by Commissioner Helseth and <br />carried, the following Resolution was adopted: <br />WHEREAS, the Legislature of the State of Florida in the 1947 Session' proposeda <br />Constitutional Amendment to Article IT of the Constitution of the State of Florida' providing <br />for One Cent of the present gaabline tax to be allocated to the State Road Department and <br />the several counties of the State of Fl orida for use in the several counties solely for <br />!; highway' street and bridge purposes' and <br />WHEREAS, the proposed amendment is an extension and broadening of the fiscal policyii <br />incorporated in the Constitutional Amendment inspired by the Honorable,Sbessard L. Holland <br />during his term as Governor' proposed by the Legislature of 1941 and overwhelmingly adopted by t'_ <br />the people of the State of Florida in the General Election of 19429 and i! <br />WOMAS' the amendment to the Constitution adopted in 1942 has saved the taxpayers <br />of the State of Florida millions of.dollars in interest coats on bond indebtedness$ materially <br />decreased the necessity for ad valorem taxes for bond indebtedness purposes' and has done much <br />to secure a steady and secure income for road purposes' thereby enabling the State Road De- <br />partment and the several counties of the State of Florida to work together toward providing <br />more, better and safer roads for the travelling public' and <br />WHEREAS, the adoption of the amendment proposed by the 1947 Session of the Legis- it <br />f <br />lature would greatly increase the benefits already secured by the previous amendment and make <br />it possible for the counties to decrease ad valorem taxation for construction and maintenance <br />1 <br />i, <br />0 <br />1 <br />1 <br />0 <br />1 <br />0 <br />1 <br />1 <br />0 <br />
