ARTICLE 37 - DURATION AND RENEWAL <br />The County Administrator is recommending a three-year collective bargaining agreement covering <br />fiscal years 2013-2014. 2014-2015, and 2015-2016. The County Administrator argues that Local <br />2201 has offered no rationale for a two-year contract and a two-year contract makes no sense because <br />"the parties would have to begin negotiating the successor contract in mid -2015, only a few months <br />from now." <br />It is the position of the County Administrator that makes no sense. First, the County's proposal for <br />a re -opener in negotiations for fiscal year 2015-2016 would cause the parties to have to begin <br />negotiating in a few months from now under either proposal. Second, the County Administrator's <br />recommendation for fiscal year 2015-2016 is a complete abolishment of a pay plan that has been in <br />existence for decades and replacing it with an entirely new system that was never properly explored <br />in negotiations. It makes no sense to rush into that new pay system without further negotiations. <br />Under either the County's recommendation or the Union's recommendation, negotiations are going <br />to begin immediately. <br />Local 2201 respectfully requests that a motion be made to adopt the Union's proposal for Article 37 - <br />Duration and Renewal which immediately follows on the next page. <br />
