3 candidates for promotion. If multiple vacancies exist at the time the Promotion <br />Board meets, the Board ranks candidates for each of the promotions at that time. <br />If a subsequent vacancy exists, the Promotion Board reconvenes on paid time. <br />The employee selected for promotion is moved to the corresponding step in the <br />higher position; normally -10% pay increase. The County seeks to change this <br />process so that the Promotion Board meets once and ranks all of the candidates, <br />instead of having a separate meeting for each new vacancy. Additionally, the <br />County seeks to give the Emergency Services Director the authority to appoint a <br />qualified employee who is not on the promotional list in the event there are fewer <br />than three employees on the promotional list. <br />In ¶118.08 (newly numbered), and 18.09 (newly numbered), the County seeks to <br />modify the points system used in the promotions process. More specifically, the <br />County has proposed to return to the pre -2012 system under which points were <br />added or subtracted for education and discipline. <br />Local 2201 opposes all of the County's proposed changes. <br />Special Magistrate's Recommendation: <br />Add to 118.03 (newly numbered) the following, "The Emergency Services <br />Director or his designee shall have sole discretion to appoint a qualified employee <br />who is not on the promotional list in the event there are fewer than three <br />employees on the promotional list." Status Quo on the remaining paragraphs in <br />dispute. <br />County Administrator's Recommendation: <br />Under the current promotional process, the County is, and has been facing for a <br />number of years, an issue regarding a lack of qualified individuals sitting for the <br />promotional examinations. This is especially problematic with respect to <br />promotions to Lieutenant and Captain. In Fiscal Year 2012-13, 26 Engineers <br />were eligible for promotion to Lieutenant, but only 6 sat for the promotional <br />exam, and only 4 passed the exam; 29 Lieutenants were eligible for promotion to <br />Captain, but only 4 sat for the promotional exam, and only 3 passed the exam. In <br />Fiscal Year 2013-14, 25 Engineers were eligible for promotion to Lieutenant, but <br />only 7 sat for the promotional exam, and only 6 passed the exam; 23 Lieutenants <br />were eligible for promotion to Captain, but only 3 sat for the promotional exam, <br />and only 3 passed the exam. In Fiscal Year 2014-15, 18 Engineers were eligible <br />for promotion to Lieutenant, but only 6 sat for the promotional exam, and only 4 <br />passed the exam; 20 Lieutenants were eligible for promotion to Captain, but only <br />1 sat for the promotional exam, and only 1 passed the exam. <br />This lack of qualified individuals sitting for the promotional examination has <br />resulted in the promotional eligibility lists being prematurely exhausted (i.e., <br />vacancies existing without anyone left on the eligibility list to promote) and/or the <br />10 <br />10 <br />
