Exhibit E Union Proposal 5-23-14 <br />ARTICLE 6 <br />UNION ACTIVITY <br />6.01 The Employer and the Union acknowledge that the right of employees to work shall not <br />be deprived or abridged on account of membership, non -membership, participation, or <br />non -participation in any Union or organization. <br />6.02 The Union President or Secretary, or alternate. shall be allowed up to three (3) weeks <br />time off to attend a union seminar, conference or convention. The time off shall be <br />without pay and shall be considered leave of absence unless a standby arrangement has <br />been provided. <br />6.03 The Fair Chairman shall be allowed up to fourteen (14) calendar days off during the Fire <br />Fighters' County Fair. Such time off shall be authorized at the discretion of the <br />Emergency Services Director The time off shall be without pay and shall be considered <br />leave of absence unless a standby arrangement has been provided. Such leave will be <br />considered as time worked for the purpose of seniority accrual and other fringe benefits. <br />6.04 Up to three (3) members of the Union's Negotiations Team shall be allowed time off with <br />pay, but without overtime, for all scheduled bargaining meetings between the Union and <br />the Employer. The Union's President will advise the County of the designated <br />negotiating team by February 1 of the year the contract expires. Such time off will only <br />be allowed when working hours of the Employee conflict with bargaining unit <br />negotiations. The three (3) members referenced above of the Union's Negotiations <br />Team shall return to duty immediately upon the conclusion of all bargaining <br />meetings. <br />6.05 By mutual agreement of the Employer and the Union, there is hereby established a Joint <br />Labor -Management Committee, which shall consist of not more than two (2) members <br />designated by the Union and two (2) members designated by the Emergency Services <br />Director. The Union Committee membership shall consist of persons from within the <br />position classification covered by this agreement, and the management membership shall <br />51 <br />
