I (-16- I <br />y-1+aoi5 <br />Dear Chairman Abruzzo?: <br />On behalf of the Board of County Commissioners and the citizens of Indian River <br />County I would like to thank you and the Joint Legislative Auditing Committee for <br />your recent review of the Auditor General's audit of the Florida Municipal Power <br />Agency (FMPA). Your interest in this issue was very gratifying for those of us in <br />Indian River County who consider this to be a crucial issue for the economic health <br />of our community. <br />Senator Simpson was correct in asking why FMPA would not simply set a price. In <br />Indian River County we agree with Senator Simpson's implied answer to his own <br />question, which was well stated in the Florida Tax Watch report, requested by <br />Representative Mayfield,"An Analysis of the Florida Municipal Power Agency <br />Audit",: "Members should be able to exit with reasonable and predictable exit costs <br />to best serve their customers." <br />Indian River would support the efforts of the Joint Legislative Auditing Committee <br />to seek the implementation of the five actions "necessary to make sure FMPA <br />member municipalities receive cost-effective power generation and services." We <br />believe that a necessary first step would be to obtain a valuation of both FMPA's <br />generation assets and of FMPA as an ongoing business. <br />We understand that this is a complicated and difficult issue and are therefore very <br />appreciative of all your efforts as you work to refocus FMPA's efforts from serving <br />the FMPA bureaucracy to serving the needs of our citizens.
