SCOPE OF SERVICES <br />PROJECT ADMINISTRATION CONSULTANT <br />PROJECT DESCRIPTION: <br />The project involves administration services for the capital portion of a mass transit <br />grant awarded to the County by the Federal Transit Administration (FTA). <br />As an FTA recipient. the County is required to follow FTA regulations regarding <br />procurement and contracting. Consequently, certain federal and state requirements (such <br />as equal employment opportunity provisions) will apply to the contract for this project. <br />Task 1: Project Administration Services <br />The specific sub -tasks involved with this project include, but are not limited to the following: <br />• Establishing the financial procedures for receiving funds and disbursing <br />payments. <br />• Assessing the local government's compliance with federal regulations <br />concerning procurement, employment, personnel and property management. <br />records retention, ethics, and others. <br />• Reviewing contractor bid documents. <br />• Evaluating proposals and determining eligibility and compliance. <br />• Reviewing contract documents. <br />• Monitoring contractor performance and compliance with contract requirements. <br />• Supervising all payment authorizations to ensure proper documentation and <br />appropriate payments. <br />• Review contractor certified payroll associated with pay requests for EEO <br />compliance. <br />• Maintaining all required files. <br />• Producing and submitting required program reports. <br />• Representing the local government during monitoring visits. Responding to <br />monitoring reports. <br />• Responding to questions and/or complaints from citizens. <br />ATTACHMENT 1 55 <br />
