Baird, County Administrator <br />THROUGH: John King, Director 'N' <br />Department of Emer` re <br />Services <br />FROM: <br />DATE: <br />SUBJECT: <br />Etta LoPresti, Emergency Management Coordinator <br />Emergency Management Division...59" <br />April 6, 2015 <br />Approval of Contract for Purchase of <br />WebEOC Incident Management Software <br />It is respectfully requested that the information contained herein be given formal consideration by the <br />Board of County Commissioners at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />Indian River County Emergency Management has researched the purchase of an incident management <br />computer software package, called WebEOC. WebEOC is a web -enabled, user-friendly, and locally <br />configurable incident and event management system. This software is used extensively worldwide, <br />including 43 agencies in the state of Florida. Florida entities include federal, state, and local government; <br />military installations, law enforcement and major corporations. This incident management software has <br />been used to successfully manage the Super Bowl, Presidential Inauguration, G-8 Summit, NY Marathon, <br />Boston Marathon, and more. <br />Unlike the product currently in use, WebEOC has the ability to be utilized in day-to-day operations such as: <br />grant management, EMAP (accreditation) compliance tracking, and more. Furthermore, WebEOC easily <br />integrates into FEMAs Integrated Public Alert and Warning System (IPAWS), which supports sending of local <br />alerts from local, state, tribal, and territorial officials during emergencies and from the President in the <br />event of a catastrophic national emergency. Staff is requesting to waive the requirement to bid and <br />authorize the Purchasing Department to issue a purchase order. <br />FUNDING: <br />This agreement will be cost shared between two (2) grants. The end user license agreement is $25,500 <br />(EMPG — Grant approved by the BCC on 8-19-14) and the one-time implementation fee is $29,000 (FP&L— <br />Grant approved by the BCC on 5-13-14)). This results in a total of $54,500. Grant funding is also expected <br />to cover an additional estimated $25,500 per year in maintenance costs going forward. <br />30 <br />
