capacity and occupancy regulations. <br /> The Board discussion continued regarding comparisons of <br /> the proposed parking regulation ordinance to other <br /> property restrictions, and several Board Members <br /> mentioned that the real issue was events, and not parking. <br /> The Chairman opened the floor to the Public. <br /> Joseph Paladin, President of Black Swan Consulting, and <br /> Atlantic Coast Construction, wanted to know how the <br /> Board would count the cars at vacation rentals in a mixed <br /> use project, and learned that the Associations within those <br /> projects have their own parking regulations. <br /> Glenn Powell, 12845 Bay Street, Roseland, did not think <br /> parking regulations were sufficient, and believed that the <br /> renters would fmd ways to work around the Ordinance. <br /> He thought the big issue was the number of people, and <br /> suggested limiting the number of people that can occupy a <br /> vacation rental at any given time. <br /> Commissioner Flescher agreed; however, Deputy County <br /> Attorney Bill DeBraal stated that staff found it to be easier <br /> L to enforce parking regulations, than event regulations. He <br /> encouraged the Board to focus on events as another issue. <br /> The Board continued discussing the enforcement issue. <br /> Commissioner Flescher stated earlier and reiterated that <br /> the County needed to prevent events at vacation rentals. <br /> Emergency Services Director John King advised the Board <br /> that residences are only discussed through code <br /> enforcement, and not under fire regulations. For <br /> residences operating as a business, he said that the County <br /> would need additional regulations. He pointed out that a <br /> number of vacation rental owners were not applying for a <br /> business license.
