FEMA Project Worksheet De-Obligations and Appeals for <br /> Hurricanes Frances and Jeanne and Miscellaneous Budget <br /> Amendment 014 <br /> (memorandum dated April 27, 2015) 231-249 <br /> Management and Budget Director Jason Brown explained <br /> for the Board that two project worksheets from Federal <br /> Emergency Management Agency (FEMA) have been de- <br /> obligated: Project Worksheet (PW) 5784 for FEMA-FL- <br /> DR1561 (Hurricane Jeanne) was reduced by $500,000; and <br /> PW 5313 under FEMA-FL-DR1545 (Hurricane Frances) <br /> was reduced by $500,000. Staff's position, he explained, is <br /> that these de-obligations are unwarranted and incorrect, <br /> and the County had filed an appeal for each, attempting to <br /> clarify the County's position. He said that outside counsel <br /> Ernest Abbott, with Baker Donelson, was enlisted to assist <br /> in the appeal process. He also advised that the State had <br /> invoiced the County since they already incurred the charge <br /> from FEMA. He recommended that payment be made to <br /> the State at this time, to avoid placing a financial burden <br /> on the State, and should the County prevail in the appeal <br /> process, the County would be eligible for a reimbursement. <br /> The Board posed questions to staff. <br /> Board of County Commissioners Meeting <br /> May 5,2015 Page 16 <br />
