Mehta, P.E. <br /> Managing Director <br /> Solid Waste Disposal District <br /> Indian River County <br /> 1325 74th Avenue SW <br /> Vero Beach,Florida 32968 <br /> Subject: Proposal for Site Redevelopment-Related Activities <br /> Former South Gifford Road Landfill <br /> Vero Beach,Indian River County,Florida <br /> Dear Mr. Mehta: <br /> Geosyntec Consultants(Geosyntec)is pleased to submit this proposal to the Indian River County(IRC) <br /> Solid Waste Disposal District (SWDD) to provide professional services associated with the ongoing <br /> redevelopment evaluation of the Former South Gifford Road Landfill located in Vero Beach, Indian <br /> River County, Florida(Site). The scope is intended to expand and build on the preliminary activities <br /> completed through the Treasure Coast Regional Planning Council (TCRPC) under the United States <br /> Environmental Protection Agency(USEPA)Brownfields Coalition Assessment Grant.Geosyntec has <br /> prepared this proposal(professional services as Exhibit 1)as Amendment No. 1 to existing Work Order <br /> No. 10 for the Continuing Contract Agreement for Professional Services between IRC SWDD and <br /> Geosyntec.The remainder of this letter provides an overview of the project background,a description <br /> of the proposed scope of work,a budget estimate,and a discussion of the schedule for accomplishment <br /> of the work described herein. <br /> PROJECT BACKGROUND <br /> Geosyntec conducted brownfields site assessment activities for the Site in March through June 2014. <br /> TCRPC funded these activities with a USEPA Brownfields Coalition Assessment Grant for evaluation <br /> of eligible properties within areas that may ultimately be designated for brownfields redevelopment. <br /> The overall former landfill property is a 115-acre former trench-and-fill landfill.The northern portion <br /> (approximately 55 acres) of the property is owned by Indian River County (IRC) and the southern <br /> portion (approximately 60 acres) is owned by the City of Vero Beach. The 30 acres adjacent to 41' <br /> Street within the IRC-owned portion of the Site were identified by TCRPC for potential brownfields <br /> redevelopment to provide enhancement to the surrounding Vero Beach community,and therefore;the <br /> preliminary assessment activities were focused on this area. IRC funded additional assessment <br /> activities based on the initial results to further the evaluation of the Site for future redevelopment/reuse <br /> purposes.The additional assessment activities were authorized by IRC under Work Order No. 10 dated <br /> 19 August 2014. The results of these activities were presented to the IRC Board of County <br /> Commissioners(BCC)on 3 March 2015.
