Solid Waste Processing and Recycling ,ices RFI/RFP Process Feasibility 5/8/2015 I Page 5 of 6 <br /> • Out-of County Waste: To enable proposers to provide the most economically beneficial <br /> proposal to SWDD, an assumption is made that the SWDD Board is willing to entertain <br /> proposals that include acceptance of out-of-county waste. Proposers will be requested to <br /> identify any out-of-county materials they anticipate bringing to the SWDD site as feedstock <br /> for the proposed facility and the source of such materials. They will also be required to <br /> discuss any host fees or financial impacts associated with this additional material. The <br /> amount and sources of out-of-county waste that can be accepted, if any, would be clearly <br /> defined in the final contract. <br /> • Diversion: Proposers will be required to estimate diversion and clearly illustrate the <br /> methodology that will be used to achieve the estimated diversion rate. In addition, <br /> proposers will be required to explain how their proposals will help the County achieve the <br /> 75% recycling goal and to provide a guaranteed diversion rate. <br /> • Financing: Proposers will be required to propose service fees, any capital investment <br /> desired of the County, and the overall financial benefit to the County. <br /> • Term: The term of the agreement will depend on the services to be provided. Proposals <br /> that involve development of a facility will likely require at least a 20-year term. If the facility <br /> is located at the SWDD site,facility ownership will revert to SWDD at expiration. <br /> • Evaluation Criteria: An evaluation committee will be appointed by the County Administrator <br /> according to the County's Purchasing Policies and Procedures. The specific evaluation <br /> process will be outlined in the RFI/RFP; however, proposed evaluation criteria and points <br /> are as follows: <br /> Evaluation of Criteria Maximum <br /> Evaluation Points <br /> Corporate & Managerial/Operational Experience 15 <br /> Proven Technology&Technical Approach 25 <br /> Waste Diversion Potential 25 <br /> Financial Proposal 35 <br /> Total Points Possible 100 <br /> Next Steps <br /> KCI's research, experience, and work with other Florida jurisdictions confirms the existence of <br /> potentially viable processing technologies and private sector interest in developing processing <br /> infrastructure in Florida.
