Baird, County Administrator <br /> From: Vincent Burke, P.E., Director of Utility Services ii9 <br /> Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager Ara <br /> Subject: Work Order No.4 with Kimley Horn and Associates for <br /> SCADA Upgrades at South RO and North RO <br /> DESCRIPTIONS AND CONDITIONS: <br /> Indian River County Department of Utility Services (IRCDUS) owns and operates two (2) regional <br /> potable water treatment facilities. The southern portion of Indian River County is served by the Oslo <br /> Road Reverse Osmosis Water Treatment Plant which is rated for 8.57 million gallons per day (mgd). <br /> The Hobart Reverse Osmosis Water Treatment Plant is rated for 11.44 mgd. <br /> Both water treatment plants are controlled and monitored by programmable logic controllers (PLC) <br /> and computer interfaces (HMI — Human Machine Interface) which makes up the supervisory <br /> computer and data acquisition (SCADA) system. The SCADA system is crucial to the operation of the <br /> water system and the remote storage and pumping facilities. The current PLC systems at Hobart and <br /> Oslo RO plants are a mixture of various platforms of Allen-Bradley hardware: PLC5, MicroLogix (MLX), <br /> SLC and the newest ControlLogix (CLX). <br /> IRCDUS staff experienced periodic failures with the SCADA system in the recent past which resulted <br /> in requesting Kimley-Horn and Associates to conduct an evaluation of the existing PLC hardware and <br /> SCADA system in January, 2015. That evaluation found the existing PLC5 hardware which comprises <br /> the majority of the hardware at both water plants to be antiquated. In addition to the corrosion in <br /> the panels, hardware replacements would be difficult and costly to acquire because the <br /> manufacturing and support of the PLC5 hardware has been discontinued by the vendor (Allen- <br /> Bradley). The evaluation confirmed what the Utility plant operators have voiced all along in that the <br /> existing system is slow to respond to commands, has poor communication, and does not allow any <br /> scalability for future growth or any changes to plant controls. The hardware is in dire need of <br /> replacement before it fails and is inoperable. <br /> ANALYSIS: <br /> Staff requested that Kimley-Horn prepare a proposal for assessment, remediation, implementation <br /> bidding, and construction phase services for upgrades to the SCADA system at the SCRO and NCRO <br /> Water Treatment plants. The scope is more specifically described in the attached Work Order No.4. <br /> On November 4th, 2014, the Indian River County Board of County Commissioners approved the <br /> Extension and Amendment of the Continuing Contract Agreement for Professional Services with <br /> 72 <br />
