Szpyrka, P.E., Project Engineer el* <br /> SUBJECT: F.D.O.T.County Incentive Grant Program(CIGP)—Locally Funded Agreement(LFA) <br /> and Resolution Authorizing the Chairman's Signature for Right of Way Appraisal, <br /> Consultant, Acquisition, and Relocation Services of Various Parcels for the <br /> Construction of Intersection Improvements at SR-60 and 43rd Avenue and <br /> Authorizing the Chairman's Signature for the Three Party Escrow Agreement <br /> IRC Project No. 0853, FPN -431759-1-4B/42/43/45-01 <br /> DATE: April 27, 2015 <br /> DESCRIPTION AND CONDITIONS <br /> Intersection improvements at SR-60 and 43rd Avenue are funded in the latest Capital Improvements <br /> Element, approved on December 2, 2014. The acquisition of right of way for construction of these <br /> intersection improvements is estimated to be $8,809,254.00. Through the FDOT County Incentive Grant <br /> Program (CIGP), FDOT has provided a Locally Funded Agreement(LFA),whereby FDOT and the County will <br /> share the cost of right of way acquisition. If the County agrees to provide one-half(1/2)of the cost for right <br /> of way acquisition($4,404,627.00), FDOT agrees to provide the other one-half(1/2)($4,404,627.00)of the <br /> funds for right of way acquisition. The agreement requires that the County's portion of the funding be <br /> submitted in three payments over a three-year period, with each payment being submitted no later than <br /> October 31 of each fiscal year, starting in FY 2015-2016. Specifics for the funding can be found on pages <br /> three and four of the attached agreement. FDOT has provided a Three Party Escrow Agreement(Exhibit B) <br /> which will establish an escrow account for the project for project funding to be disbursed by an Escrow <br /> Agent. <br /> FUNDING <br /> Funding for the County's share in the amount of$2,111,907.00 for FY 15-16, $1,271,523.00 for FY 16-17, <br /> and $1,021,197.00 for FY 17-18, has been allocated in the County's Five Year Schedule of Capital <br /> Improvements from Optional Sales Tax/Right of Way/43rd Ave-SR 60/18th Street to 26th Street, Account <br /> Number 31521441-066120-06041. <br /> RECOMMENDATION <br /> Staff recommends the Board of County Commissioners approve the attached F.D.O.T.
