Gray, Jr. D <br /> Coastal Engineer <br /> SUBJECT: Department of the Army Feasibility Cost Share Agreement <br /> Sector 5—Federal Shore Protection Project <br /> DATE: May 27, 2015 <br /> DESCRIPTION AND CONDITIONS <br /> The U.S Army Corps of Engineers (USACE)currently has a backlog of shoreline protection projects <br /> to initiate or remove from their program project lists. The Indian River County Sector 5 project <br /> is one of those projects that is being considered for removal. The Department of the Army—U.S. <br /> Army Corps of Engineers (USACE) desires to enter into a Feasibility Cost Share Agreement with <br /> the County to conduct a beach project study along the Sector 5 segment of the County's <br /> shoreline. The study will be in the form of a General Reevaluation Report (GRR) and is projected <br /> to cost $3,000,000. The purpose of this agenda item is to provide the Board with a brief history <br /> on the Sector 5 project area and present two alternatives for the Board's consideration. <br /> Sector 5 Project Study Area <br /> The Sector 5 Project boundaries as defined by the County's Beach Preservation Plan (2014 <br /> Update) extends approximately 2.2 miles from Tracking Station Park south to The Gables. The <br /> project area is within the jurisdiction of the City of Vero Beach and has been identified by the <br /> Florida Department of Environmental Protection as a critically eroded beach. <br /> Brief History of the Sector 5 Project Study Area <br /> In 1980, an original feasibility study was conducted and recommended Federal participation on <br /> beach fill and periodic nourishment along 1.74 miles of shoreline. The recommended project <br /> was then authorized for construction in the Water Resources Development Act (WRDA) of 1986, <br /> Section 501(a). <br /> In 1988, a design memorandum was produced to modify the original project design and extended <br /> the project length from 1.74 to 2.65 miles.
