• <br /> SECTION 1 <br /> Ll Introduction <br /> Indian River County(County)authorized CH2M HILL to conduct an analysis of the <br /> County's water and wastewater impact fees,septage rates,and wastewater reuse rates.This <br /> technical report presents proposed water and wastewater impact fees for the County for <br /> FY 1997(FY 1996-97)through FY 2001.The septage rate and wastewater reuse rate analyses <br /> — were presented under separate cover.The purpose of this study is to help ensure that new <br /> connections to the water and wastewater system are paying their proportionate share of the <br /> water and wastewater system costs. <br /> The proposed impact fees are designed to recover the costs incurred in providing capacity <br /> in the respective systems to meet the demands of future users.This report discusses the <br /> underlying assumptions and calculations of the water and wastewater impact fees for the <br /> County.Charges for installation of the connection or extension of a water or sewer line <br /> « should be collected in addition to the proposed impact fees presented herein. <br /> 1.1 Scope <br /> The scope of this analysis involved updating the County's water and wastewater impact <br /> fees for the period FY 1997 through FY 2001.Specific study tasks included: <br /> • Collection of information on the County's capital investment in water and wastewater <br /> systems,system capacities,number of equivalent residential users served,master plan <br /> j planned improvements,outstanding debt,and other related information <br /> • Incorporation of this information into a impact fee analysis model and derivation of <br /> updated impact fees <br /> • Preparation of a draft and final impact fee report <br /> 1.2 Background <br /> The County's water and wastewater system impact fees were last modified in 1991 <br /> following completion of a Water and Wastewater Fee and Rate Study,which was prepared <br /> by CH2M HILL.The impact fees that were presented in that report were designed for FYs <br /> 1991 through 1993.Since that time,the County has: <br /> • Adopted a new water and wastewater system master plan with associated changes in <br /> .. planned improvements <br /> • Increased its investment in the water and wastewater system <br /> • Purchased the Sebastian and Vero Beach Highlands wastewater systems,and <br /> • Recently issued water and sewer revenue bonds <br /> OW12072.Wo �,� <br />
