The one obstacle in achieving Option No.4 is the current allocation of groundwater withdrawals. This <br /> is not to indicate that the Department is looking to withdraw more than the total allocated, but to <br /> merely have operational flexibility. The Department has and will continue on the path of promoting <br /> water conservation through numerous practices, such as the use of efficient appliances and fixtures, <br /> education,changes in irrigation practices,the introduction of AMI/AMR metering and automated leak <br /> detection technology. Therefore,staff feels it is in the best interest of the rate payers and the County <br /> to evaluate the restructuring of the annual groundwater withdrawals through an amendment to the <br /> existing Consumptive Use Permit (CUP). The subject undertaking will reevaluate the groundwater <br /> model that currently exists. <br /> FUNDING: <br /> Funds for this project are derived from the other professional services account in the operating fund. <br /> Operating funds are generated from water and sewer sales. <br /> ACCOUNT NO.: <br /> Description Account Number Amount <br /> Other Professional Services 47123536-033190 $14,750.00 <br /> RECOMMENDATION: <br /> Staff request authorization from the Board of County Commissioners for the following: <br /> • Recommend Approval of Phase I of the Alternative Water Supply Plan <br /> ('1Ittp./7www.ircutii tit um/ALTERNAI I`'E-V. TER.pdf) with stakeholder comments <br /> incorporated accordingly. <br /> • Approve the attached Amendment No.1 to Work Order No.11 for the additional work <br /> completed by CDM and vetted by Utility Department staff for a lump sum amount of <br /> $14,750.00 to CDM Smith, Inc. <br /> • Authorize staff to negotiate on a cost proposal with CDM to embark on restructuring the <br /> existing CUP Permit. <br /> • Upon successful completion of the amendment to the CUP Permit and a cost share funding <br /> commitment from the district authorize staff to bring forth the Phase 2 portion the Alternative <br /> Water Supply Plan to BCC as a separate Work Order for approval. <br /> ATTACHMENT(s): <br /> 1.
