Baird, County Administrator <br /> From: Vincent Burke, P.E., Director of Utility Services <br /> Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager AW <br /> Gordon Sparks, P.E., Environmental Engineer Eli- <br /> Subject: <br /> li Subject: Award of Bid No. 2015029 to General Underground LLC for an 8" Water Main <br /> Extension on Indian River Drive South of Roseland Road—UCP#4109 <br /> DESCRIPTIONS AND CONDITIONS: <br /> The Department of Utility Services (Utility Department) received a petition on January 22, 2013 from ten <br /> residents of Indian River Drive requesting a water assessment project to extend an 8" water main from <br /> its present terminus(Sta. 51+00)about 550 feet north towards Roseland Road (Sta. 56+50).Staff decided <br /> it would be a good idea to also complete an 8" loop to the dead end water main by continuing it another <br /> 1150 feet to an existing 8" water main at the intersection of Indian River Drive with Roseland Road. This <br /> would improve overall pressure, supply, water quality and fire protection to the area. Therefore, the <br /> Schedule of Bid Item form was divided into two parts: Part A for the water assessment project and Part B <br /> for the completion of the water main loop to Roseland Road. <br /> The Board of County Commissioners adopted Resolution No. 3 confirming the special assessment on <br /> March 10, 2015 in connection with the water main extension. The project was advertised for public bids <br /> on May 8, 2015. The bid item form was divided into two parts: Part A was for the water assessment <br /> project and Part B was for the County loop extension project.The engineer's opinion of probable cost for <br /> construction was$129,175.00. <br /> ANALYSIS: <br /> On June 10, 2015,three (3) bids were received and opened by the Purchasing Division, as follows: <br /> 1. W. P. Underground Utilities, Inc. $155,463.50 <br /> 2. Blue Goose Construction $184,864.70 <br /> 3. General Underground LLC $123,779.36 <br /> Purchasing prepared a bid summary of the three (3) bids (See Attachment 1). Purchasing also received <br /> two positive reference forms for General Underground LLC. Therefore, it is in the best interest of the <br /> County and the customers in the water assessment project to award the bid to the lowest responsive and <br /> responsible contractor, General Underground LLC of Chiefland, Florida.
