The initial public hearing was advertised in the Press Journal once a week for four <br /> consecutive weeks. Following that hearing, a copy of the resolution, a map of the <br /> proposed MSBU and a letter was mailed to each property owner in the Benefit Unit. <br /> The letter contained the following information pursuant to FS §197.3632: <br /> • the purpose of the assessment; - <br /> • the total amount to be levied against each parcel; <br /> • the unit of measurement to be applied against each parcel to determine the <br /> assessment; <br /> • the number of such units contained within each parcel; <br /> • the total revenue the local government will collect by the assessment; <br /> • a statement that failure to pay the assessment will cause a tax certificate to be <br /> issued against the property which may result in a loss of title; <br /> • a statement that all affected property owners have a right to appear at the <br /> hearing and to file written objections with the local governing board within 20 <br /> days of the notice; <br /> • the date, time, and place of the hearing <br /> The letter was mailed on June 12, 2015, at least 20 days before this public hearing. <br /> Further, notice of the Public Hearing has been advertised in the Press Journal at least <br /> 20 days before the hearing. <br /> There are 42 parcels of property in the Oceanside Replat Street Lighting MSBU. The <br /> County estimates it will cost $2,274.00 including all fees and costs, (tax collector, <br /> property appraiser, etc.) on an annual basis for repair and maintenance of the <br /> streetlights. The County will collect this amount each year by this assessment. Each <br /> property owner within the benefit unit will pay an equal share of the annual cost of the <br /> repair and maintenance of the street lighting. The total amount of the assessment to be <br /> levied against each property owner will be $57.00 per parcel each year. This amount <br /> will appear as a new entry on their annual property tax notice beginning FY 15/16. <br /> Recommendation <br /> After conducting the Public Hearing, staff recommends approval of the attached <br /> ordinance amendment. <br /> cc: David C.
