Mehta, P.E., Managing Director,Solid Waste Disposal District <br /> Subject: Work Order No. 1 to SCS Engineers for Household Hazardous Waste <br /> Procurement Services <br /> DESCRIPTIONS AND CONDITIONS: <br /> The Solid Waste Disposal District (SWDD) is responsible for providing for the collection, <br /> transportation, and proper disposal of household hazardous waste (HHW) discarded by residents <br /> within Indian River County at the Customer Convenience Centers and Landfill. <br /> Historically, we have utilized a piggy-back process from other local and state contracts to provide <br /> HHW recycling and disposal services to our residents. We are currently using US <br /> Ecology/Environmental Quality Company that has a contract with Hillsborough County. However, <br /> our rates for these services are continually increasing. For example, in Fiscal Year (FY) 2012/13 we <br /> expended $76,978.92; in FY2013/14 we expended $104,063.60 and so far in the current <br /> FY2014/15 we have expended $160,685.14 to date with three more months remaining. <br /> A competitive procurement process will help Indian River County evaluate trends, technologies, <br /> and rates to enhance the services while minimizing costs to our residents and businesses. <br /> SCS Engineers (SCS) has a contract with Indian River County for Consulting/Professional Services, <br /> dated December 6, 2011, and the Extension and Amendment of Continuing Contract Agreement <br /> for Professional Services, dated November 4, 2014. Staff requested and received the attached <br /> proposal from SCS Engineers for development of a HHW and Special Waste collection service bid <br /> package to procure services for proper recycling and/or disposal. <br /> ANALYSIS: <br /> SCS has prepared Work Order No. 1, for procurement services detailing the scope of work, budget, <br /> and schedule for each of the tasks. The fees to be paid by SWDD for the execution of this work <br /> authorization tasks in a lump sum in a sum not to exceed $9,750.00. <br /> Under Task 1 SCS will assist SWDD in helping to develop specifications and conditions for the bid <br /> package. At the outset, SWDD staff will provide pertinent details on the current HHW collection <br /> program.
