Mehta, P.E., Managing Director, Solid Waste Disposal Districtrn <br /> Subject: Single Stream Recyclables Transfer, Processing and Marketing Agreement <br /> Update <br /> DESCRIPTIONS AND CONDITIONS: <br /> On August 21, 2012, the Indian River County (IRC) Solid Waste Disposal District (SWDD) Board <br /> approved the Recyclables Transfer, Processing and Marketing Agreement to Resource Recovery <br /> Systems, LLC d/b/a ReCommunity ("ReCommunity"). This agreement was in response to RFP No. <br /> 2012023 for dual-stream recycling services for a five (5) year term commencing on September 1, <br /> 2012 with an optional five (5) year extension. The agreement included a provision for transitioning <br /> into single stream recycling with at least one hundred and eighty (180) days advance notice from <br /> SWDD and a five (5) day confirmation of acceptance from ReCommunity. <br /> On March 18, 2015, the SWDD Board approved single stream recycling collection as contemplated <br /> in the 2014 SWDD Master Plan. SWDD staff notified ReCommunity of the change to single stream <br /> recycling in accordance with our agreement. ReCommunity declined the opportunity to transfer, <br /> process and market single stream recyclables from IRC; however, ReCommunity is willing to assign <br /> the current agreement, with written consent from SWDD, to Tropical Exchange Corp., a Florida <br /> Corporation, d/b/a Tropical Recycling out of West Palm Beach, Florida. <br /> Tropical Recycling, indirectly through a relationship with ReCommunity, has been handling the <br /> transportation, processing and marketing of our dual-stream recyclables for the past several years <br /> through their West Palm Beach facility. There has never been an interruption in service nor any <br /> issues with receiving monthly payments.Tropical Recycling has proposed to process single stream <br /> recycling at a facility in North Miami, Florida. <br /> Please find attached the First Amendment to and Assignment of Recyclables Transfer, Processing <br /> and Marketing Services Agreement and Estoppel for Board approval. <br /> SWDD Agenda-Single Stream Recyclables Transfer,Processing and Marketing Agreement Update Page 1 of 3 <br /> 222 <br />
