The Board finds that the properties assessed by this resolution will receive special benefits <br /> equal to or greater than the cost of the assessment. <br /> 4. The County will record the special assessments and this resolution, which describes the <br /> properties assessed and the amounts of the special assessments, on the public records, <br /> which shall constitute prima facie evidence of the validity of the special assessments. <br /> The resolution was moved for adoption by Commissioner T i p p i n , and the motion was <br /> seconded by Commissioner Ginn and, upon being put to a vote, the vote was as <br /> follows: <br /> Chairman Carolyn K.
